Man Climbs Radio Tower, Hangs Flag Upside Down Man Wants Information On Brother Missing In Action

A man climbed a radio tower in Miami Thursday morning and hung two flags -- a Prisoner of War flag and an American flag, which he hung upside down.

A Metro Traffic helicopter spotted the man just before 8 a.m. on the tower behind the Miami Herald building at Biscayne Bay.

The Miami Herald reported that the man identified himself as Robert Annable. He left the Herald a prepared statement saying that his brother went missing in 1962 as an "MIA from the government's secret war against Cuba."

In his statement, Annable threatens to burn an American flag at 5 p.m. if the government does not provide him with the truth of his brother's disappearance.

Annable, who appeared to be harnessed to the tower, said he will not move until he gets the truth.

Federal negotiators as well as Miami police and the Coast Guard on the scene.

Officials said they did not believe the stunt was a suicide attempt because the man appeared to be harnessed to the tower and was talking on a cell phone.

Hanging an American flag upside is a standard military distress signal. The Prisoner of War/Missing In Action flag bears the phrase, "You are not forgotten."
